The Government recently consulted with stakeholders to obtain their views on proposed changes to standard rules permits with a summary of their responses published on 31st July 2024. These were to:
- Consolidate the existing 28 Standard Rules permits for waste operations in the non-hazardous and inert waste sector into 8 permits
- Implement changes to Standard Rules permits for the metals recycling sector
- Amend the distance criteria to foul sewer in SR2010 No 3
The Environmental Permitting (England and Wales) Regulations 2016 provide the legislative foundation for a wide range of environmental permits, including standard rules permits, regulating activities to protect the environment and human health by controlling pollution and managing waste. Overview of the Consultation
Consultation No. 25 received a broad spectrum of responses from various stakeholders, including industry representatives, environmental groups, local authorities, and the general public. Summary of key changes:
- Proposed changes to Discharge to Surface Water (SR2010 No.3): A change to the screening distance of 800 metres to foul sewer in the permit.
- Proposed revisions to metal recycling permits: No treatment of batteries, other than sorting and separating from other wastes. New Fire Prevention Plan conditions for specific storage permits. Removal of two EWC codes. Addition of hardstanding into the interpretation section 4.1.1.
- Proposed consolidation of 28 standard rules permits into 8 with revised permits to be published in 2024.
