What Are Construction (Environmental) Management Plans?
Construction (Environmental) Management Plans, C(E)MPs, are documents that are produced as part of planning applications, either as an accompaniment or to discharge a specific condition on a Decision Notice. They outline the measures and procedures to be implemented during a construction project to minimise its environmental impact. The plan aims to ensure that the construction activities do not harm the environment, human health, and local communities, and to comply with relevant environmental regulations and laws.
How can WPSCC help?
At WPSCC we are experts in producing planning documents. We produce C(E)MPs in line with the National Planning Policy Framework 2023, and Local and National Plans, whilst referencing Air Quality, Environmental, and Water Quality Legislation, among others.
Our C(E)MPs include:
• Site Information – Including objectives, location, development proposal, and layout
• C(E)MP Strategy – Implementation, key persons, hours of operation, responsibilities, and strategies
• Construction Planning – Programme of works, vehicle planning and appropriate licencing
• Access For Vehicles – Delivery routes, loading/unloading procedures, public safety considerations
• Sustainability – Carbon reduction, environmental impacts and mitigations
• Vulnerable Receptors – Details of local businesses, schools and residences that may be affected by works
• Complaints – Commitment, dealing with complaints, and response time
• Consideration For Constructors Scheme – Considerate Constructors Scheme (CCS) registration, and appropriate monitoring
In addition, other sections that can be included on a project specific basis include:
• Dust Mitigation
• Noise & Vibration
• Artificial Light Management
• Water Management

Recent Projects
WPSCC produced a C(E)MP report for a construction company, to accompany a planning application that was submitted to the local council for approval. The overall objective was to ensure robust management policies and procedures should be implemented throughout the construction phases at the site and provides an overview of the construction process. WPSCC were able to provide the report to the client with a quick turn-around and successfully addressed the planning condition that was required to be discharged by the local council.
In addition to this, WPSCC produced a C(E)MP report for a real estate company, to accompany a planning application that was submitted to the local council for approval. WPSCC were able to revise the report prior to the commencement of the project, and successfully implemented additional information that was requested by the local council. The planning condition was able to be discharged once the report was submitted and approved.
Furthermore, we provide a wide range of compliance services, covering:
